    Complaint Description and Writeup

    Complaint: Springfield Gas Company punctured a water main during construction which resulted in a discharge of muddy water to stream. - AMM

    During my investigation on June 8, 2012, I observed that land disturbing activities had recently occurred along Martin Chapel Road as a result of an accidental water main punture during the installation of a natural gas transmission line. No EPSC measures were in place and the disturbed area had not been stabilized. As a result, soil was observed in the street as well as in the drainage ditch along Martin Chapel Road which could ultimately move into Sycamore Creek. LAF

    6-12-12 Spoke to Mr. George Hall with City of Springfield (owner/developer-TNR148002), who confirmed the discharge and land disturbance was due to two water main punctures occuring approximately 50 feet apart. Mr. Hall indicated Springfield's Gas Department was using effective EPSC measures at outfalls and stabilizing with seed and straw after every 1/4 mile of gas line trench was dug. He indicated that the sediment on the street I observed came from the equipment used by the Springfield Water Department to repair the damaged water main. LAF
