Complaint: I am a resident & board member of the River Rest Homeowners Association in Franklin, TN. My property backs up to Cartwright Creek which discharges into the Harpeth River. The attached photos show a section of pipe that was damaged in August when a tree fell on it. Waste water was pouring into the creek at that time. Cartwright Creek made a less than adequate attempt to repair the damage. As you can see, wastewater is now spraying from the pipe. Our sewer provider, Cartwright Creek, has been less than concerned about the neighborhood's sewer issues. Any help or advice you can offer is appreciated. ***
On 12/18/13, MRT called Bruce Meyer, Cartwright Creek Utility & left a message about the leak at the aerial crossing. Meyer reported the damage to this pipe on 7/15/13 & in his e-mail of 7/18/13 proposed repairs for the pipe. ***
On 12/19/13, MRT went to the Grassland STP. MRT located the aerial crossing over Cartwright Creek. At that time there was no discharge from the pipe. On the way back to the STP, MRT followed a flow of water coming from the direction of the STP. He found a MH overflowing & reported this to Meyers. Meyers said that he would notify the STP operator, Delmar Reed & he would be there shortly. When Reed arrived, he identified the MH as being on the effluent line. He believed the line to be blocked by roots. Reed had checked the aerial line the previous day & it was not discharging at that time. Reed thinks it only discharges when the line surcharges after rain events. He said Meyers was working on getting the line repaired. ***
On 12/20/13, MRT received e-mail from Meyers. Aerial crossing - currently not discharging, he discussed repair to the 12" DI line with contractor. They will cut away the damaged part & install a stainless steel pipe repair sleeve, may be first of year. Eff MH overflow - First Response was there on the 19th & 20th & jetted the line but MH still overflowing. Will have Pipeline Innovations there on 23rd with high pressure jetter, cutting tools & TV. ***
On 1/1/14, MRT received e-mail from Meyers. Aerial crossing - contractor install stainless steel sleeve on 31st (photo enclosed). Eff MH overflow - Pipeline Inovations cleared the line on the 23rd. They had to excavate a small section so the could insert a root cutter & were able to cut & pull out a substantial amount of tree roots near the river. The combined cost of these repairs were approximately $8,000.
