Complainant wrote in an email to askTDEC:
Attached is a 2006 aerial of the City of Memphis wastewater outfall at
the Mississippi River just north of the mouth of the Wolf River. The
permit for this treatment plant stipulates "no visible discharge" but
often the plume of foam and discolored water is even more extensive
than shown in this photo. Does your water pollution control division
think this is acceptable?

Ms. Naomi Van Tol
Thank you for your Nov 14, 2007 ask.tdec inquiry regarding the treated effluent discharge plume from the M.C. Stiles STP (NPDES Permit No. TN0020711) and the aerial photo. I am the permit writer working on renewing the NPDES permit for this wastewater treatment plant. We are familiar with the discharge plume and incorporate control requirements (consistent with our water quality criteria rules) in our NPDES permits for instream foam and color contrast caused by treated wastewater discharges. We are currently assessing if additional discharge plume controls are warranted for this facility.
