Mr. Crafton raised multi-issues with the mega site, solar farm, restarea, power line and TDOT interchange. Mr. Crafton relied on DOE's EA and FONSI findings to expect that all projects would be issued one single permit. After a review of EFO files, he raised severa issues with the permits and the use of general permits for the solar farm.
