11-16-18 By e-mail Mr. Johnson asked about did the City have a certified CS1 operator. DAL
11-16-18 He was told that Lynchburg had called Tuesday November 13, 2018 and explained the CS1 situation. Lynchburg was told by me to develop a plan to have someone trained and tested as soon as reasonably possible. They could call Fleming for testing and training. Mr. Johnson was concerned that the Comptroller would question this. I suggested he give me the Comptroller's name, and I would speak to him. He did not have it. I said I did not believe the Comptroller would deal with this issue. DAL
11-16-18 I Spoke to Tom Moss, and he knew of no issue the comptroller had with the city concerning a CS1 grade operator. DAL
11-16-18 A draft e-mail from Rick Garland provided their plan. I asked for it to be signed and submitted. DAL Amy Smith will be one of the operators to train for this. She is a very good WWTP operator. DAL
11-19-18 Rick Garland said letter was in the mail, and he faxed a copy of their plan to the CEFO. DAL
11-19-18 ~7am Spoke to Wade Murphy in the morning. He had received an ASKTDEC complaint also. He was addressing this. He sent a draft response to me to review. I agree about 3pm. Wade sent it out shortly afterward. In the meantime Sherry Glass asked that a NOV be written. This was done and sent for approval about 3:45 pm. DAL
I called Rick Garland and said an NOV was being issued. This was on Saturday 11-20-18 about 10am DAL
