Complainant States: [On] 8/30/24 storm water drain in apartments courtyard [300 Greenwood Ave., Clarksville TN] not draining after rainstorm, over next 3 days sewage backflowed into courtyard incl. human waste, toilet paper, tampons. Gas & Water Dept determined issue is on property, plumber cleared blockage and advised that storm water drain is connected to sewage drain.
On October 4th DGP contacted City of Clarksville's Wastewater Division Manager to assess the property regarding the ongoing issues described by the complainant. The Division Manager investigated the property after being notified on 4-OCT-24; no ongoing issues were observed. The City has records visiting the site on September 1, 2024 regarding the property’s storm sewer system. Mr. Shelton spoke with several residents and none had alleged to witness any sanitary concerns on the property. The City will be conducting a dye trace to confirm if the sanitary shares with the property’s storm sewer system and provide the Division with their findings. The property's storm sewer and sanitary sewer should be separated according to the Division Manager. This complaint will be updated as the investigation proceeds.
On October 14th, the Wastewater Division Manager with Clarksville updated their findings. The utility's inspection discovered a sanitary connection to the property's storm sewer system along with a root blockage all within the property's ownership of the sewer systems. A notice of defect letter and requirements to separate the sanitary and storm sewer system is to be issued to the property's owner.
