6-24-09 RLT received complaint regarding an illicit discharge at the Elizabethton City garage. RLT and BTB investigated the complaint and observed a discharge from a pipe to a stream on Hwy 19E. We went to the City Garage and spoke to Teresa Nidifer, city employee. Ms. Nidifer indicated that the discharge was probably from a wash bay on garage property. Mr. Coetzee would call WPC to discuss. On June 25, 2009, Mr. Coetzee and Mr. Barnette, stormwater coordinator, for the City, arrived at JCEFO. Mr. Coetzee stated that the corrective action plan for the new wash bay was on schedule and discharge would be eliminated by July 31, 2009. If unforeseen circumstances prevented meeting the deadline, the City would apply for a pump and haul permit. BTB
