8/31/16 Complainant called and emailed a video reporting an overflow in the Luttrell STP sewer system along Jim Town Road in Luttrell.
9/1/16 TNH conducted an on-site investigation. Complainant met staff to show location of overflow on Jim Town Road in Luttrell. Upon arrival to the site, it was observed that the overflow had recently been addressed by the Utility. Lime had been placed on the spilled sewage and a cap installed on the overflowing pipe.
The overflow occurred from a 2" PVC pipe that appears to have been connected to the sewer main running alongside Jim Town Rd. The PVC rises slightly above a steel box and has two apparent cleanouts beside the box. From the complainant video, the PVC pipe did not have a cap and was overflowing into the adjacent tributary creek.
Greg Ingle with the City of Luttrell STP, reported that he worked on the overflow the day prior. Several individual grinder pumps along the road were backing up, so he pumped them all clean and capped the discovered overflow pipe. He was unaware of any recent repairs to the sewer main at that location. A concrete truck broke the sewer line approximately 100 yards down the road recently, however that particular location was fixed.
TNH called the collections operator, Raymond Donahue, to discuss the situation. Raymond was unaware of the PVC pipe on Jim Town, but noted that the overflow should be reported by the end of the day. PVC connection may have been installed as a air blow off at one time.
9/19/16 Complaintant called and reported that the pipe was overflowing again and used as an air release, sending sewage into the creek. He also stated that there are other sites within the collection system where questionable set-ups are installed.
9/20/16 TNH site visit with complainant. No overflow observed at Jim Town Road. Site appears as was earlier in the month. Complaintant was unable the contact a former LBC employee to locate the other sites in the collection system of interest. He will send photos and locations when acquired.
9/21/16 TNH called Mr. Donahue, Collections Operator, to inform him of continuing complaint on Jim Town Road and asked to look into any work or air lock trouble on that section of line within the past month.
