    Description and Writeup

    4/1/10 complainant reports: Clarksville Water Dept. putting in gravity sewer line along the road into the Hemlock site. They are constructing a flow diversion channel but the stream is approximately 40 ft. wide & 5 ft. deep at this point & conditions are not suitable for a diversion channel. They have also cut trees along the stream bank. It looks like the work is not being conducted in accordance with the ARAP. Individual ARAP was issued by Natural Resources Section. 4/1/10, referred to Mike Lee. Mike reported later that he had contacted Garth Branch of City of Clarksville & requested they check the site and correct any problems. AER 4/5/10, Ronnie Hoffman called again. He reports observing that the diversion channel appears to be constructed properly, but there is no rip rap on the top edge of the channel banks to prevent soil from washing into the channel. There is plastic liner installed, but only soil on top of it. At this time the stream is flowing in both the original channel & the constructed channel. Since Mike Lee is out of town, referred additional information to Dan Eagar. Advised complainant of referral on 4/5/10. AER
