Ms. Chalker reported that the plant discovered that the dewatering sludge line along Treatmetn Pond #1 had ruptured at approximately 9:45 a.m. EST on January 14, 2013. Sludge flowed down the Hiwassee River Bank, across the dewatered river channel (due to drawdown of Chickamauga Reservoir) and into the Hiwassee River. The Plant personnel deployed booms along the Hiwassee River bank and shutdown the dewatering line by 10:15 a.m. EST on January 14, 2013. Workmen used hand tools to remove the paper sludge from the waters edge and the dewatered portion of Chickamauga Reservoir. Placed silt fence at the toe of the river bank and had Harbin Services bring a vaccuum truck to the site to start removal of sludge. Clean-up of the rivers edge and the dewatered zone was completed by 1:30 p.m. EST on January 14, 2013. Once the river edge and dewatered zone were clean effort was directed to removal of paper sludge on the river bank. Plant staff collected water samples as well as pH, Conductivity. A detailed report will be submitted within the next 5-days.
