The neighbor built a dam to create a pond. The natural stream below for about 130 yards has been damaged. Every time there is significant rain, the dam erodes and washes down sediment and gravel that accumulates all the way downstream through complainants property. Neighbor continues to destabilize sediment as he repairs the dam every time it erodes by pushing more dirt up onto the erosion spot. The gravel continues to accumulate and has begun choking up the stream. Site investigation indicates possible non-permitted aquatic alterations, undersized culvert, and stream impoundment. Corrective actions deemed necessary.
