    Complaint Description and Writeup

    3/20/12, David Sims, TWRA, relayed information obtained from local Wildlife Officer Mike Murdock (293-7522)about a sewer line in Carr Creek that was overflowing. A complainant, Carl Brown Walling, reported to the officer that the line had washed out of the stream bank and a pipe joint was dislocated allowing the overflow. It was a long term problem, had been repored to the city, but no corrective action had been taken thus far. AER
    ............3/29/12, I contacted the complainant by phone, he reports the line has been exposed for 4 years, a pipe joint is broken loose and overflows occur all the time. He has advised the mayor and the water & sewer department about and they told him they are working on it, but no work has been done. He said W&WW Director Roger Lemasters with the city saw it 2 years ago. I called Roger Lemasters (382-1600), he asid he had been aware of the problem for at least a year. I then met Operations Superintendent Eric Roe (382-1600)at the site and investigated the complaint. Approximately 200 feet of 18 inch concrete sewer main is completely exposed along the right descending bank of Carr Creek. At Lat. 36.46987 deg N, Long. -86.89849 deg W, one pipe joint was displaced but no obvious leakage or overflow was seen. The next manhole downstream was completely exposed. If the pipe joints are leaking overflows could occur, and inflow could occur during high stream flow events. The line is subject to further damage during high stream flow events and could be washed completely out at any time causing a line break. Severe bank erosion is occurring and there is a vertical bank on that side. Plans are to replace this section of line (600 ft.), beginning at an upstream manhole in the adjacent field and going overland across the field to a manhole downstream of the washed out section (engineering plans for project received by WPC on 3/14/12). The old line will then be abandoned and stream bank stabilized using gabion baskets and shot rock (ARAP issued 3/14/12, to the city for stabilizing 300 feet). They still have to obtain easements before any of the work can begin. This project will be added by change order to the contract for a water line project already underway in order to speed up the construction. The next manhole upstream of the exposed line section, located in the field and where the new line will start, had evidence of past overflow events. Mr. Roe said the they were not aware of overflows at this point. I requested they check the exposed line and upstream manhole for overflows or further damage on a regular basis and report any problems to the WPC field office. AER.........4/9/12, A check with WPC Municipal Facilities Section found that line distance from the stream and plans approval by the city of Springfield was needed before they could approve the plans for the line replacement project. 4/11/12, advised the complainant of the results of the investigation. 4/11/12, called Roger Lemasters to advise him of the additional information needed. They change order goes before their board on Tuesday, 4/17/12. He will put the line and upstream manhole on their list of locations to check after each rain event. AER
