Richard Palmer, 865-594-6035 or 925-594-6035 said sewage backs up in the yard of his mother's home at 727 Caroline and though he has repeatedly complained to the city they only rod out the line but do not correct the problem. He said he was giving the city 2 weeks and asked me to wait until he called me back before getting involved. He called back on 03/15/12. I told him I would look at it early the next week.
