2-5-14: JEBr received an email from Brad Harris (NCO) regarding a phone call he had received from Mr. Perry Short who stated that sewage was in his yard and street. JEBr called Mr. Short back to get more information. Mr. Short stated that the rain event yesterday caused the sewer manholes to fill up and overflow. He stated that he called EPA, who referred him to the Central Office in Nashville, who referred him to us. I told him that I would call Bartlett to get more information about the situation and call him back. He indicated he had already called the City and had spoken with Matt Crenshaw, who was very polite, but he still has concerns about the toilet paper in his yard and how to properly dispose of it. He also indicated that Bartlett crews were in the area spraying disinfection solution.
2-5-14: JEBr spoke with Rick McClanahan with the City of Bartlett. Rick explained that the heavy rains caused the Memphis sewer system to surcharge, which caused a back up in this part of Bartlett. He indicated that the sewage basically had no place to go. He stated that they have had problems in this area in the past, but it's been a number of years since the last problem. I indicated that I would have Eddy follow-up with the City of Memphis to investigate whether or not there are blockages in the Memphis system which would be contributing to the problem.
2/5/14, 12:45 PM: Mr. Short left voice message for TRT, who found out that the situation had been handled before he tried to call Rick.
2-5-14: JEBr called Mr. Short back and advised him to call Matt Crenshaw if he had any more concerns about the clean-up efforts. JEBr also advised Mr. Short that we would touch base with the City of Memphis, but that he should continue communicating with Bartlett about the clean-up. He thanked me for a quick response to his call.
2-6-14: EKB contacted Ron Powell, City of Memphis Sewer Maintenance, to ascertain whether or not a stoppage was called in near Mr. Short's residence. Mr. Powell replied via email stating that he reviewed the City's reports for the last three days and no stoppage was reported in that area. He also noted that the City had a crew cleaning the main along the west side of Summer Avenue from north of the children's Home back south to where it crosses to the east. In addition, he noted that several outfall were high in the manholes during and after the intense storm that occurred on Tuesday, February 4.
