On December 11, 2023; email received from EPA Region IV from complainant.
Tip or Complaint: Mr. Browning has been operating a feedlot with 8000-9000 head of cattle on less than 150 acres without any required permits for over 2 years. The feedlot is on top of a hill and every time it rains all the cattle waste runs off directly into Trace Creek on the south side and Wilson Branch on the north side. TDEC has posted signs on all bridges in our community warning people to stay out of creeks. The e coli reading on our property was 241,960 on 8/15/23. Both these waters of the states run into Kentucky's Barren River watersheds. We are asking you to please send someone to investigate. It appears to everyone in our community that TDEC and the state of TN are compromised, as after 4 NOV and much testing that prove really bad contamination to the Waters of the states of KY and TN, no injunction to stop the problem or any consequences have occurred. The attached videos were taken on December 1,2023 at approximately 10 am after receiving 1/2 to 3/4 inch of rain. I have pictures and more videos of runoff from previous rains, as this occurs every time it rains for over 2 years. Thank you.
