Description and Writeup
a phone call from Greenbrier MS4, stating that this site is not stabilized and several BMPs not functioning as per design. It may be a case of Mr. Frank re-disturbing the site after the NOT, but I was hoping that you or someone could check this site out and see if indeed Mr. Frank has started disturbing again, or otherwise finding out what is going on at this site. Greenbrier is getting some push back from Mr. Frank who thinks he is clear from local regulations (Greenbrier MS4) who can’t do anything to him since TDEC gave him his NOT.
