7/12/10, complainant reports there are chronic sewer overflows into locations on Fowlkes St. & Natchez St. over the past 10 years. The city doesn't know what causes sewage to back up into the homes, one home was condemmed because they couldn't find the problem. The wastewater gushes back up out of the toilets. The city TVed lines and did find a low spot in the sewer. The city has advised them to hire a plumber & they will tell the plumber what to do, but have admitted they don't know the cause. Locations: 138, 140, & 146 Fowlkes St., & first 3 homes on the south east corner of Natchez St. (east side).
On 7/21/10, MRT met w/William Sullivan, Franklin CS supt to investigate this complaint. Complaints to the Franklin Sewer Dept & their response were reviewed. Maintenance records for this area were reviewed. MRT & Sullivan went to Fowlkes St. The residence at 138 Fowlkes St had very little fall in their service line. It was determine that this residence a connection to the sanitary sewer on Actin St would give more fall. There did not appear to be any connection between the SW basin & the sanitary sewer. Problems with plumbing on the lower floor of the Fowlkes St Church of Christ are likely due to older plumbing that can't handle the pressure from their pump to the sewer.
