    Description and Writeup

    07/27/2023 - RAB - Honey Wiggins contacted RAB with questions regarding regulations/responsibility of licensed well drillers in the state of TN. Their well was tested and total coliform was detected. Well was drilled in November 2019, well construction inspected was conducted in February of 2020 and the pump was installed in July 2020. Ms. Wiggins said they've had trouble with the well since the very beginning. Ken Presnell (Clearwater Drilling) drilled the well and installed the pump and Robert McCollum (Culligan of Tri Cities) installed a treatment system but may have removed part of it later.
    07/28/2023 - RAB emailed Chris Maner to ask if he had heard anything about this well or well owner and RAB asked if Chris could contact well owner to schedule a visit to assess the situation and take photos.
    8/3/2023 - RAB spoke with complainant - discussed email that RWR had sent and answered questions regarding her complaint(s).
    RWR - 8/4/2023 - KEFO personnel visited site, note odor at outside spigot, spoke with well owner, left information regarding drinking water MCLs, and advised well owner to have water tested. Well owner states that water at an inside faucet smells of septage. KEFO personnel advised well owner not to contract Charles LaMotte as he does not hold a license for treatment system installation on water wells.
    RWR - 8/16/2023 - Division determined that DWR has no jurisdiction with regards to complainants concerns. Water quality issues are not related to well construction. No violations recognized. Email sent to complainant regarding decision.
