12/9/09, caller reports there is a Metro sewer overflow point ten feet from Richland Creek. he is concerned that cleanup after the overflow is not adequate. There is litter (sewage debris) on the fence and a trail of waste to the stream. Vegetation has been eroded away. The location is on the TDOT Region 3 property behind the salt bin.
12/15/09, called Hal Balthrop requesting information about situation and any plans to resolve the problem.
12/16/09, Hal Balthrop and Kevin McCulla, MWS called back with messages that more cleanup will be done at overflow point, will put in 10' x 10' chain link fence 4' high with straw bales inside to filter overflows and contain solids/debris. An equalization basin at West Park pump station will be on line soon to eliminate the overflow problem.
12/18/09, talked to Kevin McCulla and Hal Balthrop. Needed to re-engineer the electrical system to solve a problem, this has delayed the startup of the equalization basin. The basin should be in service in 90 days (mid March 2010) and will prevent the overflows. They did overflow cleanup on 12/16/09. They have a quote for the chain link fence to surround the overflow and will go ahead with that ASAP. Mr. Balthrop will have them check for any erosion problems, and they will take action to stabilize the eroded area.
12/18/09, left message with David Sizemore about findings of investigation. Talked with him later by phone and discussed findings. AER
