    Complaint Description and Writeup

    I visited a complainant by the name of Mike Ford at 197 Ausmus Road, Speedwell, TN 37870 in Claiborne. He was complaining about a neighbor open burning and 2 other water related issues. First, he says the culvert adjacent to his home gets clogged and water backs up and stands in his yard. Pictures of both ends of the culvert and his yard (not flooded when I was there) are attached. Second, he says this same creek runs through Hickory Corner Dairy and they allegedly pump cow manure into the creek and it ends up contributing to clogging this culvert. He said the culvert would still clog and back up regardless because it is not big enough. I told him all I can do is take pictures and pass on the info. Hickory Corner Dairy is at 4760 Highway 63, Speedwell, TN 37870. It appears to be at the corner of 63 and Sharp Road. I found an alternate address of 2160 Sharp Road. This could be a mailing address. I think this Dairy is commonly known as Shipley's Dairy. We once issued an NOV to Jim Shipley for open burning and the complainant mentioned Jim Shipley manages it. The property owner appears to be Jamie Ann Shipley Vanbebber.
