    Complaint Description and Writeup

    Note: Complaint taken by P. Cromer forwarded to FO.
    Complaint = Complainant stated that some time in the past the City of Springfield installed a green pipe on her property located at 1409 5th Avenue West . This green pipe is now open with standing sewage in it. Even though she owns the property she does not want to be held liable. Complainant has indicated that this property is not hooked up to sewer. And that this green pipe is not a service line to her property. She indicated that no one lives there. She has asked that someone from the state check into this because she does not trust the City. - AMM
    On 6/24/10, Kelly Pepper called this office & spoke w/MRT. She stated that 2 days after sewage had backed up in her home on 7/11/05, the city installed a backflow valve regulator on her service line. The valve was located between 2 cleanouts near the city line. She said that there was a pipe about 8" dia in the ground between these 2 cleanouts & that sewage was standing in it & had overflowed it in the past. Her property is at a low point on the line.
    On 6/29/10, MRT spoke w/Roger Lemasters, Springfield Sewer Dept, about this matter. He confirmed that the city had installed a check valve just U/S of their cleanout. He wasn't sure what the large pipe was. He will check it out & call me back tomorrow.
    MRT left message for Lemasters on 7/6/10 & 7/8/10.
    On 7/14/10, Leamasters called MRT. He had been to the site. There were a cleanout (4"), check valve (8") & 2nd cleanout (4") within 3'. There was no water in the 8" pipe containing the check valve & no signs of sewage. Area is low & could be subject to high groundwater.
