This complaint came via an e-mail from Humberto Guzman, EPA.
I telephoned Mr. Holt today. His house flooded in May 09 and May 2010. When it floods the water inundates a nearby sewage pump station. I told him that he should assume that sewage contamination exists any time the pump station is covered with water and contact with floodwaters should be avoided. I examined his location on the topo map and found it to be in a well defined sinkhole. Much of this area of Clarksville drains to sinkholes.
The City of Clarksville has tried to improve the drainage with the installation of two wells. Mr. Holt is not sure whether the wells improved or made worse the drainage. I explained that the City would have "engineered" the wells to improve the drainage, and that he should be able to find evidence of that design.
I explained that I could not require the City to do sinkhole "improvement" work and told Mr. Holt that his concern should be taken up with the City. In the past he felt that the City had dismissed his inquiries. I urged him to go up the chain of command until he got someone who at least considered his questions.
I also gave him my contact information and told him to let me know if he continued to have difficulties getting consideration from the City.
