Complainant claims "multiple violations. City of Portland Tennessee wastewater treatment plant and sanitation facility has a tremendous horrible smell. Complainant investigated and found that first the sewage treatment plant is dumping raw sewage into cans then those are emptied into trucks with other household waste. Then the air quality from the sanitation and wastewater buildings smells horrible. You can smell garbage, and sewer gases everywhere. Then when it rains raw sewage is flowing out of the manholes on morningside drive flowing right into creeks near by. Complainant also noticed asphalt millings dumped close to water sheds as well and numerous uncontrolled oil spots everywhere".
CLW investigated this complaint on Wednesday August 2, 2023. Visited the Portland WWTP and a wastewater odor was present but not more significant than treatment systems of similar size and quality. The headworks screenings are funneled into trash bins for removal to a landfill which is correct procedure. The manhole on Morningside Dr. is a chronic overflow point but no evidence of a recent overflow was present. Overflows at this manhole were reported to the Division on July 1st and July 8th and were supported by the rain data. The appropriate signage to denote the area as a chronic overflow point was present. There was a small pile of asphalt millings adjacent to the wastewater plant fence on city property that appeared to have been there for a long time. The city no longer places millings in this location, it is now placed within the fence of the WWTP. The operator volunteered to remove the millings and place them with the other pile in the fence. No oil was visible in the millings pile. Photos were collected at all locations addressed.
Advised the Operator: Keep more detailed hauling manifests for headworks screening removals that include who hauled the waste and what landfill the waste was received by in accordance with their NPDES permit.
Voluntary by the Operator: Remove millings from city property outside the fence to city property inside the fence.
