Mr. Fulwood: Thanks for talking to me about the Heartland subdivision
currently under development in south knox county off Highland View Road
near Chapman Highway. As discussed, I live very close to the property
and am simply trying to learn about what might happen there. Several of
my neighbors are also interested.
I attaching a scan of the concept plan the developers submitted to knox
metropolitan planning commission. Since it is reduced scale and hard to
read, I have highlighted the planned roads, including six cul-de-sacs.

The developers have graded the roads and five of the six cul-de-sacs,
but as of last week had not yet graded the northernmost cul-de-sac,
which I have highlighted by drawing an arrow. In the area of this
planned northernmost cul-de-sac (which is at the base of a steep ridge)
there is a spring which flows into an old concrete basin (I guess a
livestock watering tank) and then along the ground for a ways and seeps
into the ground. I would appreciate it if you can tell me anything
about plans or requirements for the spring which might affect the
development.
The property (about 120 acres) has several sinkholes and some areas that
apparently are not suitable for septic fields; the developers have said
they intend to install sewer.
