On Sunday at 1:00 PM I observed a lot of runoff from a construction site at 641 Morrison Springs.
Rd. Chattanooga TN. 37415. It was muddy and discolored, running from the construction site. The runoff is shown flowing from the above property in pic 1, in pic 2 and pic 3 flowing across 649 Morrison Springs Rd., in pic 4 flowing across 657 Morrison Springs rd. and in pic 5 flowing across 657 Morrison Springs directly into Mountain Creek.
The owner of 657 Morrison Spring Rd asked me to send this report. This same problem happened with the previous rain. The owner, Mrs. Anne Cross has authorized none of this polluted water to cross her property. She and I both witnessed the above violations at the time the pictures were taken. All his runoff is being dumped as a concentrated stream onto her property and then Mt. Creek.
It is troubling this retention basin could not handle this 1.16-inch rain event. I can't imagine the problem when a real rain comes.
The developer has been running large dump trucks on a regular basis to Reads Lake Rd. leaving mud and mud clumps. Some of the clumps are so large even the rain ceased to wash them away. What restrictions exist on the hauling spoil from the construction job?
