    Complaint Description and Writeup

    After every thunderstorm, I am left with a large area of raw sewage on my front lawn. This is because the Water Authority of Dickson County (WADC) does not separate their stormwater from their sewage system. Coupled with that is an undersized pipe with multiple manhole accesses. Two of these manholes are on the Willow Branch Creek and East Piney River. Along with inundating my front lawn, the majority of the raw sewage flows freely into the two waterways.

    I have been contacted by the WADC about a planned project to increase the size of the pipe that will require an easement on my property but there has been limited progress and the discharges to my lawn and the river continue.

    I do not desire to punish the WADC for these unmitigated discharges of raw sewage into the rivers but I am looking for help in pushing them into faster action on the project.

    On 08-26-22, JLS and I arrived at a lift station off East Piney Road and met with Nick Tatum and Tim Swaw with WADC. We assessed a manhole on the complainant’s property showing evidence of an overflow resulting from inflow and infiltration. WADC staff informed us that recent rain events resulted in 2.5 inches of rain measured by the nearby wastewater treatment plant. The Division found evidence of the overflow entering the East Piney River (TN06040003050_0600). The Division required the removal of the surrounding debris, treating the affected area with lime, incorporating the manhole into their maintenance checks, and informing the complainant of these corrections. WADC staff provided photos showing the affected area was cleaned and treated on the day of the investigation. Since 08-26-22, WADC staff installed a sealed manhole casting and lid to mitigate further overflows from the site. WADC has contacted the complainant several times regarding their efforts and updated maintenance plan.
