Complainant stated that Domtar's pipe discharging effluent was white and causing a color change to the river on Sunday, October 8, 2023:I fished the Holston River in Kingsport between Domtar and Reedy creek again today and saw the same type discharge, with the same chemical smell as what I saw yesterday. White milky discharge on the right hand side(coming downriver) of the underwater pipe at Domtar. The substrate of the river below that pipe is noticibly different than the river substrate above the Domtar underwater pipe.
