    Complaint Description and Writeup

    Mr. Ed Mullins, City of Elizabethton reported a 4-3-17 overflow at the Powder Branch Pump Station manhole. The crew was called out at 2:20 PM and stopped the overflow by 2:40 PM. A written report will be submitted to the Johnson City EFO. The report received on 4-4-17 indicated the following, "On 4/3/17, at approximately 2:20 PM, our maintenance crew was called out to a report of a manhole overflowing near our Powder Branch pump station. The crew arrived shortly thereafter to discover the manhole adjacent to the pump station overflowing. The crew said they did not know how long it had been overflowing. They estimated approximately 40 GPM. The pump station controls were immediately put in manual mode and the overflow stopped at approximately 2:40 PM. On further investigation the crew discovered that grease and debris had built up and become entangled around the level transducer control lines and caused the transducer to float up with the rising well level and not telling the pump controls to turn on the pumps. Once this debris inside the well was cleaned up, the pump station began working normally. Our crew reported that the area around the manhole was cleaned up of debris."
