David Hale-DWR received a report of a manhole overflowing into a storm drain at the Zaxbys/Autozone shopping center, Elizabethton. The anonymous caller also indicated Elizabethton personnel were at the site. Sandra Vance (SKV) contacted Mr. Ed Mullins, City of Elizabethton who indicated he would check to see if City personnel had responded. Mr. Mullins called SKV back and said the manhole was on a private line and that City personnel were trying to locate the owner. Mr. Mullins also said the City would handle this incident as an illicit discharge under the City's MS4 program. SKV contacted Mr. Mullins on 8-2-17 who indicated a leak was coming from a private force main, not a manhole. The leak is being search via hand digging. Mr. Joe Barnett, City of Elizabethton also contacted Brown Patton-DWR (BBP) on 8-2-17 and informed him he is monitoring the situation. Mr. Johann Coetzee, City of Elizabethton contacted SKV and indicated the City has informed the owner to bring in equipment to locate the leak and has made the City's vac truck available to assist. If progress is not made on 8-3-17, the City plans to initiate their MS4 program enforcement process. On 8-3-17, Mr. Barnett sent Mr. D. Hooks-Zaxbys an e-mail stating, "I am sending you this email in regards to the damaged sewer line located on the Zaxby's property at Elk Crossings....You have had a representative on site investigating this issue from the day that you found out that you had a problem on the property. I have been informed that a crew of workers and machines will be at the site this morning to repair the damaged line." Mr. Barnett later sent BBP an 8-3-17 e-mail stating, "Repairs to the sanitary sewer line have been completed on the damaged sewer line at the above location (Zaxby's (Elk Crossing) parking lot) Due diligence was shown by all parties concerned from the time of notification of the leak until the last shovel of dirt was put back into place."
