Mr. Ed Mullins, City of Elizabethton reported a 10-23-17 overflow at the Sycamore Shoals pump station (manhole). The overflow went from 3:50-4:10 PM. The report received on 10-24-17 indicated, "Our WWTP recorded a total of 1.49 inches of precipitation on Monday, 10/23/17 from 6:00 A.M. to 4:00 P.M., with the bulk of the rain falling between 1:00 P.M. and 4:00 P.M. Influent flows at the plant peaked over 10 MGD for a short time during the rain event. At approximately 2:20 P.M. the same day, our construction crews were called out to monitor the water levels at our major pump stations. The crew at Sycamore Shoals Pump Station reported that the manhole adjacent to the pump station began overflowing at 3:50 P.M. and ceased at 4:10 P.M. The amount of overflow was reported to be unknown, but I have attached a picture of the overflowing manhole. Our crews reported that any debris from the overflow was cleaned up."
