Mr. Travis Carpenter, Rogersville WWTP, reported to Ms. Sandra Vance (SKV), DWR-Johnson City EFO, that Mr. Stewart Johnston, Domino's Pizza contacted him about a water cutoff/broken water line. Mr. Carpenter indicated that the required quarterly grease report per Domino's commercial user permit had not been received by the Town of Rogersville. It was due on January 15, 2021. The water was cutoff at Domino's and then reconnected. After the reconnection, the water line between the water meter and the Domino's building broke. Mr. Johnston thought the water line repair was the Town of Rogersville's responsibility. Mr. Carpenter indicated he explained to Mr. Johnston that it was not the Town's responsibility. Ms. Laurel Rognstad, DWR-Nashville Central Office reported that Mr. Johnston had contacted her on January 21, 2021, with his concerns. Mr. Josh Boggan, DWR-Johnson City EFO, contacted Mr. Johnston on January 22, 2021, and explained that this issue was out of DWR's jurisdiction. He informed Mr. Johnston about the State Comptroller's Office for further assistance.
