I contacted Mr. Payne at his home and found a discolored discharge with visible solids crossing his property. The Bristol Water Treatment Plant is immediately up gradient of his property. I advised Mr. Payne that the discharge was sediment form a water treatment palnt not a discharge from a wastewater treatment plant. I visited the Bristol Water Treatment Plant. Workers at the water treatment plant were cleaning sludge from on of the clarifiers and water was drainomig from the clarifier to a basin used to settle solids from the discharge. The contents of the basin were being pumped to the facilities discharge point . The discharge was brown with visible solids. I observed the scales used to measure the total suspended solids of any discharge and found that the scales measured weights to the milligram. I told an operator, Jerry leonard to sample the discharge and report the analytical results to the JCFO as soon as possible. The results faxed to the JCEFO showed that the total suspended solids were .158 mg/l. Since the scales were only as precise as 1 mg/l I assumed that the total suspended solids of ther discharge were 158 mg/l. The report showed that the settleable solids exceeded 0.5 mg/l. These results are violations of the NPDES discharge permit for the facility.
