5/5/08, complainant reports that there is a strong smell of sewage in Spencer Creek Subdivision. The subdivision was previously on a step system, but is now on City Sewer. Could be a break in the line.
5/6 Called James Arnold, city of Lebanon, left voice mail message. E-mailed Allen Rather requested directions to where he had detected the odor. Checked with MRT about step collection system that had been connected to city sewer (none known)r. (DJE)
5/7 James Arnold called, the subdivision has alway been connected to the city sewer. Currently the pumpstation has an influent flow much less than the design capacity; this results in long periods of sewerage accumulating at the station. The odor problems at the station can be attributed to these long detention times. City investigated an odor problem approximately a year ago and found that a large dirt excavation project was the source of the odor. (DJE)
5/8 Got direction to location where Allen had detected the odor. (DJE)
5/9 Complaint investigation, there is a natural gas transmission facility near the sewer pumpstation in the Spencer Creek subdivision Mr. Rather is able to distinguish difference in odor. The odor control system at the subdivision pumpstation was not operational (deodorant tank was emphty). Construction work at the pumpstation has not been completed. When the construction is completed the odor control system will be put in operation. The city has plans to test for sources of the sewer odor in the subdivision during the next 30 days, as they do not believe that the source is the pumpstation but in the collection system.
