Complainant states that she (DR Horton's Erosion Coordinator) was notified by her site superintendent, and project manager of a flooding event that was occurring at Johnson Farms in Greeneville, TN. Silt water and mud were rushing down the roads at Johnson Farms out onto N. Rufe Taylor Rd. The water washed down N. Rufe Taylor Rd. and emptied into some property ditches and Frank Creek. The amount of silt water that may have entered the road and creek is undetermined.
It appears that most of the water was coming from the developer side of Johnson Farms, flowing into the street, and rushing down the road. Discharge from their site was also noted flowing onto our active construction lots and then exiting our construction entrances or blowing through our silt fence. The water was moving too fast for our inlets to stop it from emptying onto the road.
