Complaint Description and Writeup
The anonymous complainant reported that no personnel were at the Church Hill WWTP. Ms. Bri Begley and Mr. Corey Click-Division of Water Resources (DWR)-Johnson City Environmental Field Office (JCEFO) went to the Church Hill WWTP on April 13, 2023, and met with Ms. Sandy Renner, City of Church Hill. No other WWTP personnel were present, and the front entrance gate was locked. The effluent at outfall 001 was clear and the WWTP headworks was observed to be in operation. Ms. Sandra Vance (SKV)-DWR-JCEFO spoke to Mr. Jerry Simpson, City of Church Hill who indicated he had the week of April 10, 2023, off and would return the week of April 17, 2023. SKV then spoke with Ms. Renner and she indicated two City of Church Hill personnel were checking the WWTP, the flows, taking readings and samples. Also, the lab tests were being done. She further indicated another operator had left the previous week. Also, the front gate was locked since City of Church Hill personnel cannot observe it 24 hours a day/7 days a week.
