Mr. Richard Phillips, Vice Mayor of Plaintview and Luttrell STP technician, called to report a potential sewer leak underneath the intersection of Stowers and 1st Street, in the Whispering Pines subdivision off Tazewell Pike in Plainview.
A pothole has formed on 1st Street and a suspected leaking water or sewer line was investigated by LBC and Luttrell STP back in December of 2016. A LBC water line follows the east side of the roadway, but does not cross underneath the road at the intersection. A Luttrell low-pressure sewer line runs on the west side of the road and it reported to cross underneath Stowers Rd. the pothole was excavated ~5ft and no line was uncovered. The excavated soils were reported to be saturated and free flowing water filled the hole. No sewer odor was reported and no fluoride was detected in a water sample. Water line pressure was reported to be held and no water leak suspected.
No leak was discovered on the sewer line uncovered on the west edge of the road, however, water was seeping out from underneath the road. No sewer odor was detected and during the investigation, the crew did not have the ability to cut the pavement, so the excavation was recovered and the pothole filled with gravel.
After heavy April 2017 rains, the complaint resurfaced. Neither LBC or Luttrell STP desired to cut the road and follow the sewer line for a leak. The subdivision was reported to have had wide-spread failing septic systems in the 90s, when sewer was added. One home on the corner of 1st and Stowers apparently still has septic, however.
During the 5/11/17 site visit, the surface soils were dry, however, a probe on either side of the road was wet a few feet below the surface. No odor was detected.
Luttrell STP does not want to cut the pavement and chase their sewer without a more definitive suspicion of a leak. City of Plainview will excavate the road at the pothole and test any free flowing water for excessive E.coli counts. They wish to stay clear of following the sewer line themselves without Luttrell STP permission.
Pending the City of Plainview's patch on the road, issue may be further investigated as to a potential sewer leak, failing septic, drainage problem or soil condition at the site.
