    Complaint Description and Writeup

    The state representative's office forwarded an email with a complaint of a bad sewage odor at 7600 Horton Highway. Ms. Sandra Vance (SKV) Division of Water Resources (DWR)-Johnson City contacted Mr. William Dunbar, Baileyton WWTP. The WWTP was not aware of the issue. Upon investigation by Baileyton personnel, a pump was seen on top of the private pump station tank at the Baileyton Terrace Apartments. Also, one pump had been taken out and one placed back in the tank. Sewage was also seen on the ground. Mr. Eric Ball (EMB), DWR-Johnson City also went by the site and confirmed that sewage was on the ground. Mr. Dunbar also gave SKV the apartment property manager, Ms. Rachel Kendle's phone number (276-525-0130). SKV spoke with Ms. Dunbar who indicated this issue occurred one month ago and a pump was repaired. A company will look at the pump and pump station tomorrow. She thinks a pump is not working. Roto Rooter will pump out the tank this afternoon. The company coming tomorrow will pump out the tank tomorrow. SKV informed her to call tomorrow when the pump is repaired. SKV also informed Mr. Dunbar that the Town can use its sewer use ordinance to make the owner repair the pump station. SKV contacted Ms. Kendle, Baileyton Terrace Apartments on April 30, 2024. She indicated the pump station is back in operation. Also, Roto Rooter hauled three loads out of the pump station tank/field beds on April 29, 2024. The apartments hoist to lift the pumps out of the tank was missing. Buddys Drains helped with lifting the pumps out of the tank today. The fittings for the pipes around the two submersible pumps were plastic ones. They were broken and were replaced on April 30, 2024, with new plastic fittings. Stainless steel fittings have been ordered. I informed her to call me when the stainless-steel fittings arrive. The pumps did not have to be repaired. EMB confirmed on May 1, 2024, that one pump was operating in the pump station and that no sewage was on the ground. Ms. Kendle informed SKV on May 3, 2024, that both pumps were in operation in the pump station. SKV requested that Ms. Kendle email her the invoice listing the parts when it is received.
