    Complaint Description and Writeup

Complainant states that he has serious concerns regarding the rebuilding of the CSX railroad line on the Nolichucky River. The companies rebuilding the railroad bed are mining rock and directly from the riverbed! The Nolichucky is a public waterway, and having heavy machinery mine directly from the riverbed is not only going to destroy the navigable river corridor, it is also going to destroy the habitat that thrives in the river system. Beverly Brown and Tina Robinson went to Chestoa area on 11/5/24. We observed a trackhoe on the right descending bank loading rock into trucks to be moved upstream. Activity was not in the river. CSX is currently working to repair damage that occurred during severe flooding on 9/27/24. We were not able to go further upstream to observe other construction activities as there are no roads.
