    Description and Writeup

    8/12/14, caller to NEFO front desk reported something is going into the river at Riverside Park on Riverside Drive in Clarksville. She reported there was a funny smell & gas or foam coming up in a pocket of water. She was concerned that someone had dropped a boat motor in the water or chemicals dumping had occurred. She got the NEFO phone number from the sign there at the location of the problem. After asking questions about the sign, I explained that the sign provided notice to the public of "untreated wastewater" discharges that could occur at that point due to rain events or Clarksville collection system malfunctions. I also explained that the city is required to report the overflows & to continue to take action to eliminate the combined sewers & infiltration / inflow (I/I) that caused overflows. I explained that I would contact the city & find out if an overflow occurred there, the cause, & if the city took appropriate action. She was concerned that "feces" was going into the river, but did not stay on the phone for more information or for me to get a name & call back number to provide the findings of any investigation of the problem. *** AER ***
