Complaint received from Teddy Sims about a sewage bypass at Poplar Street pump station.
From Sparta's Personnel:
Teddy Simms owns property on Popular Street. He is in a lower area near
the calf killer river. He has built a large pond and is feeding this pond
from a spring. He is convinced that sewer is dumping into his spring from
the pump station at Elmwood Village. On 8/06/08 Mr. Simms brought a sample
of water to the Sewage Plant for E-Coli testing. The results showed an est.
29,700 colonies. I drew a sample in a clean sterilized container on 8/11/09.
The result for this sample was an est. 2500 colonies taken directly from the
spring. On 8/07/08 I dye tested the pump station at Elmwood Village and all
manholes above his property on 8/08/09. No dye was present in the spring on
8/08/09 or 8/09/08. I have also been in contact with Tim Bumbalough
regarding this matter. If TDEC is contacted I wanted you to know what the
City of Sparta has done. I have documentation on everything that we have
done. I received a call from Mr. Simms today 3-20-09 and he said he was
going to contact Rob Howard regarding this matter.
KVB contacted Sparta STP 20Mar09. Sparta personnel provided pumpstation inspection records. Sampling indicated some pathogen presence.
site inpected 23mar09, no signs of overflow present.
Further diagnostics will be conducted by the city to determine if I/I is influencing the spring. Some houses are on septic tank in that area.

18MAY09 site inspected again. Mr. Sims notified to stabilize area around spring . Mr. Sims will call Sparta STP to sample spring when sewage influence is present.
