Mr. Tom Isaacs (LTI)-DWR-Johnson City received a call from Mr. Tom Worley on 10-8-18 about 300,000 gallons of raw sewage running onto his property on 8-12-18 from the Mountain City Wastewater Treatment Plant (WWTP). Mr. Worley said the sewage has not been cleaned up. Ms. Sandra Vance (SKV)-DWR-Johnson City contacted Mr. Worley on 10-10-18 and he indicated the dirt was being hauled out today (8 piles). He told the WWTP to stockpile the dirt on their property. He also indicated thst the berm built to contain sewage spills on the WWTP property had not been maintained. Finally, he inquired if the overflow had been reported to the Johnson City EFO. SKV informed Mr. Worley the overflow had been reported and that she would contact the WWTP about his concerns. Mr. Worley requested to be present when SKV was at the WWTP. SKV then contacted Mr. Danny Sims, Mountain City WWTP who indicated the cleanup was started on 10-8-18 and the sewage material/dirt started to be removed on 10-9-18 from Mr. Worley's property. The material/dirt is stockpiled behind the main lift station at the WWTP and will be covered with a plastic tarp. Silt fence is also around the stockpile. Mr. Sims also said a section was added to the existing berm. The berm will be made taller by adding dirt and sod to it. SKV later met with Mr. Worley and Mr. Sims on 10-10-18 at the WWTP. Mr. Worley showed SKV and Mr. Sims the work that had been done to remove the material/dirt from his property and wanted to know what would be done to prevent a future occurrence. Observations of Mr. Worley's property showed the material/dirt had been excavated and the overflow did not reach either farm pond or Town Creek and Roan Creek. SKV said the excavated area was adequate. Observations at the WWTP showed the stockpiled material/dirt was covered with a plastic tarp and had silt fence around it. The low place in the berm where the overflow went was also seen. To prevent future occurrences, Mr. Sims said a new control system for the plant drainage pump station was planned and a new control system for the WWTP would be installed as part of the present WWTP renovation project. Also, the low place in the berm will be replaced and sod and dirt will be added to the berm to make it taller. SKV said a letter would be sent to the Town inquiring what had been done after the overflow and would be done to prevent future occurrences.
