Complainant states:I fished the Holston River on 10/6/23. I fished the area around the island at Domtar paper company water intake down to the confluence of Reedy Creek.
At the underwater pipe running across the river at Domtar, I noticed on river right, (heading downstream) A white milky substance leaking from that pipe, leaving a trail of white milky liqid on the river surface and throughout the water column. There was also a very strong chemical smell coming from the water from the pipe down to Reedy Creek.
I also observed on river left(heading downstream) 3/4 of the way aross the pipe, a white milky substance shooting out of the pipe from a hole in the pipe that was gthe size of a sharpie marker. The water below this underwater pipe has a distinct chemical smell and the substrate of the river and algea on the rocks goes from a green algae above the pipe to a whitish/light green algae below this pipe.
The chemical smell is very bad. This smell reminds me of a cautic type solution and almost looks like caustic as it is discharged from the pipe in the river.
