    Complaint Description and Writeup

    Aug. 11, 2009 email from PWC to NRH:
    Melissa Fox called concerning sludge being applied to land next to her property - w/in 75 feet, from the Jefferson City Wastewater plant. Ms. Fox says they spread the sludge so thick it turns the ground black and they just keep applying in a short period of time. She has been sick and her garden died. She is afraid this sludge caused her problems. Please call her at: Cell# 423/736-3601 and handle. Let me know the outcome - Thanks, Phil

    Aug. 13, 2009 investigaton by HAS:
    - I called Ms. Fox on 8/13/09 and left her a message.
    - Talked to Tom Freeman (865-475-3378, Jefferson City Wastewater plant operator). He said that Ms. Fox (423-376-3601, complainant) had called her and he promised that Field #3 of Mitchell Farm which is close to her house will not be land applied anymore. He also admitted that his driver has applied liquid sludge up to 250 feet of Ms. Fox residence. The guidelines states the setback from any residence should be 500 feet from sprayer. This means there is a violation of guideline committed by the Jefferson City Wastewater Plant.
    -I talked to Bob O'Dette in Nashville, sludge coordinator, about this violation and he advised me to let City of Jefferson City Wastewater treatment plant operator that future biosolids land application could be denied if there is another setback violation. I need convey this to Ms. Fox because she asked me to.
