    Complaint Description and Writeup

    Ms. Joretta Harrison (owner of the mobile home at 7474 Horton Highway) reported raw sewage coming out on the ground at her residence. The sewage has been backing up into her residence and has been going on for a month. Also, everything in the sewer box is unhooked. Sandra Vance, DWR (SKV) contacted Ms. Harrison on 2-1-16. She said this occurred 2-3 months ago and everything in the sewer box was unhooked. SKV advised Ms. Harrison that she would contact Mr. Danny Neely, Baileyton Wastewater Treatment Plant (WWTP) and call her back. Mr. Neely informed SKV that he would check Ms. Harrison's residence and contact SKV. Ms. Harrison was contacted by SKV and informed Mr. Neely would check on her residence on 2-1-16. Mr. Neely informed SKV on 2-2-16 that the pump station serving Ms. Harrison's residence "went down" 1-22-16. When Baileyton personnel attempted to remove the pump, the pump plumbing came apart due to the rusted condition of the plumbing/tank. The tank was pumped down by Baileyton personnel (sewage pumped on the ground to detect the problem). Mr. Neely contacted the property owner, Ms. Charlotte Tipton, (phone-423-349-7157)for permission to repair the pump station on the property and was awaiting her decision on 2-2-16. SKV contacted Mr. Neely on 2-5-16 and was advised that the station will be pumped 7 days/week until the ground is dry to install a new pump station. Mr. Neely also informed SKV that due to the snow on 1-22-16, the Town's pumper truck could not access the property. SKV advised Mr. Neely that pumping sewage on the ground from the station to detect the problem was an overflow and had to be reported.
