Complaint Description and Writeup
Tiffany Cutshall, DAPC referred Ms. Connie Britton's complaint to WPC on 11/29/11. Ms. Britton said that at her daughter's residence (Ms. Gail Yoakley-7220 Horton Highway, Baileyton) sewage was on the ground and that the pump in the pump station was running all the time. Ms. Britton also said the Baileyton WWTP had been contacted in the past about the problem. After speaking to Ms. Britton, SKV called Ms.Yoakley (423-470-6788)who said the light for the pump station came on 3-4 weeks ago and that Baileyton personnel responded. Ms. Yoakley also said the problem had been going on since June or July 2011. SKV informed Ms. Yoakley that she would contact Mr. Dustin Jeffers, Baileyton WWTP and would have him contact her. SKV contacted Mr. Jeffers on 11/29/11, who said a breaker was installed on the pump station last week. Some sewage was observed on top of the lid for the pump station per Mr. Jeffers. After checking the pump station today, Mr. Jeffers informed SKV that the pump was in operation and that a hole in the plumbing inside the station tank needed to be repaired. The hole was not affecting the operation of the pump per Mr. Jeffers. The hole will be repaired after the ground is dry enough to have a backhoe access the station per Mr. Jeffers. Sewage spray from the hole was hitting the top of the station tank. Sewage was not backing into the residence and lime will be placed on the ground at the station on 11/30/11 per Mr. Jeffers. He finally said Baileyton personnel had responded to calls at the residence, but could not figure out the pump station's problem, and that the neighbors had contacted the WWTP about the problem in the past. SKV advised Mr. Jeffers to contact Ms. Yoakley and explain the backhoe siuation to her. He was also advised to send in an overflow report letter and to report overflows from individual pump stations to SKV. SKV met with Mr. Jeffers on 11/30/11 and observed gray sewage residue on the ground around the pump station tank. Sewage was also observed spraying against the lid of the station tank. No sewage was overflowing from the tank. The ground near the station was observed to be soaked. Mr. Jeffers indicated that a gasket at the pump base would be replaced to stop the spraying. Lime would be placed around the station tank on 11/30/11. Ms. Yoakley was advised of the preceding on 11/30/11. The Baileyton overflow report letter was received on 12/9/11. SKV contacted Mr. Jeffers on 12/14/11 and he said the pump station had not been repaired since a water line installation was proceeding at the WWTP and that no more sewage had overflowed from the station. He indicated that the pump station would be repaired the week of 12/14/11 or the following week. Mr. Jeffers contacted SKV on 1/5/12 and said the pump station had been repaired on 1/5/12.
