Ask TDEC submission dated 01/01/2024 states, "Wanted to report an issue with the lagoons at Domtar. A foaming issue has caused foam from The waste water to go onto a city park. This can have a negative effect on the community, especially if it were to occur during baseball season."
Site investigation on 01/02/2024 by Mr. Corey Click. Ms. Bonnie Depew with Domtar was also present during the investigation. Foam was observed on the aerated side of the lagoon, but seemed to be contained in the lagoon during the investigation. No foam was observed on the non-aerated side of the lagoon. No foam was observed in Domtar Park. During the investigation and in a follow up email sent by Ms. Depew on 01/02/2024, Ms. Depew noted that more foam than usual was observed in the lagoon the morning of 12/28/2023, and that she was notified of foam blowing onto Domtar Park. Also in the follow up email, Ms. Depew stated that once aware of the increased foam, operations employees started looking for any leaks or changes that could contribute to more foam, but nothing was found. Ms. Depew stated that Domtar increased the defoamer feed and let it feed continuously. She also mentioned Domtar has started to optimize some processes that could contribute to foaming.
