Complaint stated the following in their complaint:
Property is the 1000 block of Bill Smith Road, Cookeville. Parcel number 065 20.00. North side of the road. This is a vacant lot that has been used as a dump site for years. There is construction waste, metal and animal carcasses scattered throughout the property. There is an stream buried by 30+ feet of fill that is now leaching a rainbow, colored water into my creek. The water goes from their property over a small rock bluff that is now covered in iron deposits which has lead to my creek being void of invertebrates and amphibians in the last year. The highest point of the fill (where the stream is covered) has sluffed off and destroyed my livestock fencing in multiple places due to the water source below the fill.
