11/30/15, the caller reports sewer overflows have occurred 4 to 5 times from a manhole in their backyard since they moved into the home 6 months ago. The most recent overflow was 11/29/15. The city is aware of the overflows because they sometimes come out & put lime around the manhole without being called about the overflow. The sewage sometimes pools in a low area of the yard & the city staff does not place lime in that area after the standing sewage goes away. He is concerned about the cause of the repeated overflows, how long will it take to correct the cause, & has the city reported the overflows. I advised the homeowner to call the city every time an overflow is observed. I informed him the system was under an Order from TDEC to address the overflows & other violations. I advised him that I would check the reports from the city for overflows at this location & see what action is being taken to address the problem. *AER* 12/1/15, complainant called again to report severe overflow conditions the evening before at manhole in his yard & neighbor's year and at "pop off" cap in his service line (device installed by city pervious to his purchasing home) & at neighbor's house. The mayor & wastewater superintendent were there & were shown the problems. When asked, they also said the didn't think all the overflows at this location were being reported to the state. Mayor Ross later called & talked with Michael Murphy about the situation. He was advised to make sure all overflows were reported & cleaned up, & to investigate the cause of the problem to see if anything other than I/I could be fixed to reduce or eliminate the overflows.***
2/24/2016 - MPM - I spoke with Mr. Frazier again to assure him that the Division is monitoring McEwen's progress on their corrective action plan, and that we were also monitoring all overflow reports coming in to us.
