    Complaint Description and Writeup

    Mr. Steve Harsh, City of Johnson City reported an 10-29-18 overflow at the Johnson City Knob Creek Wastewater Treatment Plant(WWTP) manhole (509 Austin Springs Rd). Ms. Sandra Vance (SKV) and Mr. Steve Huber observed the manhole on 10-29-18 with Mr. Albert Greenwell, Johnson City Knob Creek WWTP. The manhole was not overflowing at the time of observation. Clear space was observed between the manhole and the gravel on the driveway. No dead fish or aquatic life was observed in Knob Creek downstream of the overflow. An electric wire between the blower building and the influent pumps that conveys power to the pumps had a fault in it. A written report will be submitted to the Johnson City EFO. The report received on 11-2-18 indicated the overflow went from 4:00-6:00 AM with an estimated volume of 30,000 gallons. The cause was due to, "Electrical Failure within the plant." The following corrective actions were done: initial-"Put Screw Pumps on Generator" and follow up-"Replaced conduit and power lines." The disinfection type was "Wash Down, Vac Up."
