05/15/2017: Harvey Ellis, Certified Operator of the Oakland Wastewater Treatment Plant (WWTP), called Steve Owens (SRO)with DWR yesterday to notify me that he has received a number of complaints from residence in the adjacent subdivision regarding odor from the WWTP over the past few weeks.
05/15/2017: Joellyn Brazile (JEBr)with DWR received email/complaint forwarded from Lucian Geise and Linda Klingmann (legislative assistant to Senator Dolores Gresham) regarding odor coming from the Oakland WWTP. Concerned citizen's name-Susan Gaugh.
05/16/2017: SRO called Mr. Ellis this morning to get some additional information. Mr. Ellis stated that the WWTP utilizes an air scrubber at the headworks building to help control odor.
The small cell where they send their wasted sludge is almost across the street from the Chickasaw Ridge Subdivision’s community pool and clubhouse. Mr. Ellis said that the sludge is typically removed from the cell at the end of June and is used as fertilizer in an agricultural field.
SRO requested that he have staff pull the manholes in the subdivision to ensure there is no blockage of flow. He will also have staff inspect the lift station for the subdivision. He hopes to have a crew perform the work this week and will contact SRO with the results.
Mr. Ellis also stated that he has ordered a deodorizer that will spray a mist at regular intervals at the WWTP.
It should be noted that there were no effluent violations reported on the April 2017 Monthly Operating Report.
5-16-17: JEBr provided Lucian with update to the situation. Lucian indicated that Sen. Gresham's office would like DWR to call Ms. Gaugh back and discuss the situation with her.
